I said, "about half." I know, I know, that's an old joke and it definitely does not apply to our employees. Still, many residents of Penn Hills have questions about the municipal- ity and/or are in need of a dedicated source of information. So starting today, in addition to our website, information will be published here on a regular basis. We are not simply "one big neighborhood." Rather, we have close to thirty neighborhoods and border ten communities. We have over 40,000 residents. Our land mass is large enough to include three golf courses. In fact, we are so large, we have more than one zip code. Penn Hills is governed by Home Rule Charter, which is the document that forms our local government. Under this document, we are governed by one mayor and four members of council. However, the day- to-day operations of the municipality are performed by a professional administrative staff, including a municipal manager. The mayor and council are elected officials, not full-time employees of the mu- nicipality. "Council" is comprised of myself, Deputy Mayor Frank Pecora and three other members of council - Catherine Sapp, James Getsy and JoAnn Fascio. Unlike some communities, where only coun- cil members are permitted to vote on matters, in Penn Hills, the mayor and deputy mayor also have voting power. The primary functions of council are to draft/approve ordinances (which are local laws) and draft/approve an annual budget. Among the departments are Code Enforcement, Finance, Planning, Parks and Recreation, Public Works, and Water Pollution Con- trol. We also have Emergency Services, including police, fire and EMS/paramedic services. Many other communities do not directly fund such services. For public safety, while some communities rely on the State Police, we in Penn Hills have one of the largest Police Departments in Allegheny County, which is headed by our newly appointed Chief Ronald Como. Our Fire Department is comprised of six fire stations, each with its own chief, and staffed by dedicated volunteer firefighters. As for emergency medical services, we have an EMS Department, making Penn Hills one of the few communities to di- rectly fund such services. Outside of Pittsburgh, we are the only municipality to offer Senior Services. For example, if you are golfing on one of the three golf courses in Penn Hills and you find yourself in the middle of a rainstorm, afraid you might get struck by lightning, maybe you should consider doing as Lee Trevino advised: "Raise a 1 iron high in the air - even God can't hit a 1 iron."
