H The Municipality of PENN HILLS A HOME RULE COMMUNITY Mayor's Message By Mayor Pauline Calabrese A police officer pulled over a little old lady for failing to come to a complete stop at a stop sign. Standing by the window, the officer noticed that there were six penguins in the back seat. After giving a warning, the officer said, "you can't just be riding around with these penguins. You should take them to the zoo." The next day, the same thing happened except this time, the penguins had on sunglasses. The officer said, "I told you to take the penguins to the zoo." "I did," said the little old lady. "They had a wonderful time. Today I am taking them to the beach." There are multiple traffic light projects underway in Penn Hills. We continue to make traffic and safety improvements a priority throughout the community. In 2019, the Municipality received a matching grant from PennDOT's Green Light Go Program to replace existing traffic lights with LED fixtures and updated equipment at the following intersections: Frankstown, Saltsburg, Hulton, Leechburg and McGregor intersections and the Frankstown/Lime Hollow intersection. The project is 100% complete. We worked with the late State Representative Tony DeLuca last year and we were awarded another grant to fund the upgrades at the intersection of Frankstown, Shenandoah and Spring Grove Roads. Specifications were completed by Gateway Engineers. Expected completion will be in the spring of 2023. ADA accommodations will be installed at each intersection. This project will include the removal of traffic control equipment that is outdated and in poor condition. It will be replaced with new energy efficient traffic control equipment. Two additional applications were submitted to the Automated Red-Light Enforcement (ARLE) Traffic Light Grant program to fund an upgrade to the traffic signals and equipment at the intersection of Frankstown and Beulah Road. The specifics of this project will be outlined in a separate writing. But in short, the most common use of the Pre-emption system is to automatically turn the traffic light red as soon as an ambulance or other emergency vehicle is deployed so that traffic stops to give way to the emergency vehicle. In the meantime, we will continue to seek opportunities for traffic and safety improvements for the residents of Penn Hills. Two turtles collided at an intersection. When the police arrived, they looked around for witnesses. All they saw was a snail. They asked the snail which turtle was at fault. The snail said, "I don't know. It all happened so fast."
