H The Municipality of PENN HILLS A HOME RULE COMMUNITY Once when he was a boy skipping school to go exploring in the woods, Mark Twain said to a neighbor who caught him, "I never let my schooling interfere with my education." Mayor's Message By Mayor Pauline Calabrese School Board President Erin Vecchio and I met to discuss the current status and the future of Penn Hills. At that time, President Vecchio invited me to attend the School Board Meeting of January 31. At that meeting, very good news was announced: Dr. Dan Matsook, the Chief Recovery Officer, has petitioned the State Board of Education to have the Penn Hills School District (PHSD) exit Financial Recovery Status. When I took office 5 years ago, in 2019, the Municipality of Penn Hills was headed toward bankruptcy and PHSD had a negative fund balance of approximately $12 million. Fast forward to 2024 and the municipality has a fund balance of close to $14 million and the school district has a fund balance in excess of $12 million! Truly a sensational turnaround. Hats off to Pres. Erin Vecchio and PHSD! Although the municipality and the school district are two separate and distinct bodies, the saying is, "As the school district goes, so goes the municipality." I am so pleased to report that both the school district and the municipality are soaring toward an upward trajectory of success. School Board Director Robert Marra said, "The district has also undertaken numerous actions to improve academic performance, and safety and security in our buildings. The new superintendent, Dr. John Mozzocio, is currently leading an effort to complete a Comprehensive Plan which will serve as the blueprint for the district vision and mission."
